I am just starting out in equine photography industry. I know that some horse events (dressage, jumping, racing, etc.) have official photographers. How does one become an official photographer? I am hoping to go to some race tracks and horse shows this summer and photograph them.

Contact the organisers and ask them.
if you don’t have a good book of similar shots already then you will have no chance.
If there is a requirement for an "official" photographer it is because the event requires good shots for future use and for publication of the event in press and other areas.
Why not just go along to some as a spectator – get together a decent portfolio and then once you have some experience then approach the event organisers.

Sometimes these events have a professional that they bring in to photograph these events. Sometimes the people in the event hire a photographer for their own use. I know that this happens a lot in dancing competitions, and a friend of mine has asked me to take pictures of her horse when he’s competing so she can get some that look good.
You might want to talk to the people putting these events on. Talk to the managers of a local racetrack and show them what you have. You might also want to talk to owners/trainers of the horses at the track and find out if you can take pictures of their horses. If the people putting on the show events don’t hire photographers, you’ll have to somehow find out who is competing and talk to them about them hiring you to take their picture.
Make sure you have a portfolio ready to show off in case people ask to see it. They’re going to want to see what you can do with your camera that other people can’t. You have to convince them that you are worth the money they’d be paying you.
Good luck!
