First you have to have credentials from a reputable news service or publication. Next, you have to contact the media person responsible for issuing the event credentials and convince them your presence is in their best interest — remember you are there to promote them, not the other way around.

The press credentials are issued by the publication or news service. The venue passes are issued by the promoter to those they think will give them the best coverage. They can give out as little as one pass or hundreds (as in Super Bowl games), but in the end just having the creds won’t get you into a venue without their permission.
There are many places where you can get a "press pass." For that matter, you can get a graphics program for you computer and a laminator and make your own. Having a press pass may get you into the front door of which ever office is doing publicity for a given event, but you need to sell them on why they should give you press priviledges for their event.
Explain who you are, who you have done work for, take tear sheets (clippings of photos you’ve had published), and what you intend to do with the photogrpahs you are taking at the event. There’s no guarantee you’ll get the press credentials you need to get in, but the worst they can say is no.
Start small. Contact a local newspaper or regional magazine and see if they are looking for any stringers. If they are, you can use them a possible references when you go for a venue pass. Also, don’t expect to get into the a big event if your representing the Podunk Picayune, unless the big event is being held in Podunk.
Basically, get yourself established as a freelancer and work your way up, that’s how everybody else does it.
