entering regis and kelly baby contest, need photo to be 150mb; but too big. how do i resize?

I’m trying to enter my daughter into the regis and kelly beautiful baby contest. The poto I have on my computer is a jpeg and is 150mb. The contest doesnt accept images online larger then 150mb. Is there anyway for me to scale down this photo? Be as detailed in instructions as possible please!
