Are there any photo specifications for baby for Indian passport. She does not see the camera as she's 10d old.?

I need to obtain her Indian passport at UK. Is it mandatory that she looks into the camera? Can someone advice me how to get her photographed pls. Any studies, how much it will cost etc., Any sugg will be much appreciated.

I would try to get her attention by making a really big noise. (scream, slam a door, or even clap.) then when she looks in the direction of the cameras, take the picture.
don’t know if you need to be able to see her eyes or not.
